Statement of CIPFG



As a non-governmental organization formed specifically to address global concerns about the persecution of Falun Gong, we are deeply appreciative of the efforts of former Canadian MP and Secretary of State Asia-Pacific Mr. David Kilgour, and world renowned human rights lawyer Mr. David Matas, who accepted our request to investigate the Chinese communist regime’s seizure and sale of organs from living Falun Gong practitioners. Their investigation was conducted independently and without any compensation. CIPFG does not pay for any expenses and does not dictate the method of investigation. We are willing to accept any possible outcome derived from such investigation.

After two months of collecting evidence and conducting systematic analysis, Mr. Kilgour and Mr. Matas submitted a report in English and French on July 6 and made public the investigation results at the same time. (For complete report: http://investigation.go.saveinter.net) The report examines the allegations from 18 different angles in the attempt to either prove or disprove the charges. We believe the two investigators have exhausted every means at their disposal to reach their conclusion, including interviewing all possible witnesses and working hard to request entry into China to conduct on-site investigation. We feel that the evidence cited in the report is factual and comprehensive, and the methodology meticulous and impeccable. We subsequently deem the investigation results accurate and credible. The following is an excerpt of the Conclusion:

“Based on what we now know, we have come to the regrettable conclusion that the allegations are true. We believe that there has been and continues today to be large-scale organ seizures from unwilling Falun Gong practitioners.

We have concluded that the government of China and its agencies in numerous parts of the country, in particular hospitals but also detention centres and 'people's courts', since 1999 have put to death a large but unknown number of Falun Gong prisoners of conscience. Their vital organs, including hearts, kidneys, livers and corneas, were virtually simultaneously seized involuntarily for sale at high prices, sometimes to foreigners, who normally face long waits for voluntary donations of such organs in their home countries.

How many of the victims were first convicted of any offence, serious or otherwise, in legitimate courts, we are unable to estimate because such information appears to be unavailable both to Chinese nationals and foreigners. It appears to us that many human beings belonging to a peaceful voluntary organization made illegal seven years ago by President Jiang because he thought it might threaten the dominance of the Communist Party of China have been in effect executed by medical practitioners for their organs.

Our conclusion comes not from any one single item of evidence, but rather the piecing together of all the evidence we have considered. Each portion of the evidence we have considered is, in itself, verifiable and, in most cases, incontestable. Put together, they paint a damning whole picture. It is their combination that has convinced us.”


Although CIPFG had prior knowledge of Falun Gong practitioners being persecuted in China, we are still astounded by the extent of the violence inflicted upon them by the Chinese regime, which was detailed by this report. The appalling fact that forcible organ harvesting still continues at this very moment is intolerable beyond words.

This atrocity is truly a crime against humanity, and a crime of genocide. The international community has the undeniable responsibility of stopping such crimes immediately. CIPFG hereby appeals to the international community: Please take immediate action to stop the Chinese communist regime from killing innocent people.

We appeal to the United Nations, all governments, related NGOs, human rights organizations, and people around the world:

    Condemn China’s brutal organ harvesting practices
    Demand that the regime stop persecuting Falun Gong immediately
    Participate in CIPFG’s efforts or organize independent teams to go to China to investigate the truth
    Take various measures to sanction the Chinese communist regime
    Help bring to justice those murderers who participated in taking and selling organs from live Falun Gong practitioners

Silence and inaction will only aid and abet this atrocity. Delays allow more innocent people to be killed. Could we live with ourselves if we did nothing? Would we be able to answer our future generations without regret when they ask, “When you learned the facts about the persecution of Falun Gong, what did you do to help stop the killing?”
